I was tempted to go with personal budgets, since that's what I use at home. But this question is clearly talking about something on a larger scale. Performance-based budgeting sounds like the professional version of my personal budget spreadsheet.
Business budgets? Maybe if this was a question about corporate strategy, but it's clearly focused on public programs and services. Performance-based budgeting is the way to go.
