As an environmental science major, I can confidently say that D is the right answer. All of those factors contributed to the need for environmental legislation.
I think option D is the correct answer. Environmental legislation arose to address the shortcomings of common law and shift the responsibility for pollution to the responsible parties.
Yes, it makes sense that ineffective solutions at common law and the need to hold individuals accountable led to the development of environmental laws.
