I think creating a BGP route policy at the Cloud Router might also work. We need to ensure the subnets of the VPC spokes are being announced towards the on-premises environment.

I agree with Sherly. Creating custom routes at the Cloud Router in the hub seems like the best solution to ensure the on-premises router receives the subnet routes.
