Cloud SQL could work, but it might struggle to handle the high write throughput and low latency requirements. I'd go with Cloud Spanner for this use case.

I'm not sure Memorystore is the best fit since it's primarily an in-memory data store. Cloud Bigtable could work, but it might be overkill for a shopping cart service.
