Option B with the Google Groups could work too, but I'm not sure it's as clean and intuitive as the OU approach. Plus, it might be a bit more complicated to manage.

I'm leaning towards option A. Organizing users by location in separate OUs and adding the room resources there seems like the most straightforward way to ensure the right rooms are suggested.

Yeah, I agree. Simplifying the user experience is important, but we also need to make sure the rooms are being used efficiently and not just booked by whoever happens to be closest.
