I recall a similar question where we had to visualize costs, and I think using Data Studio with BigQuery was the answer. So, A seems right to me.

I think the key here is to understand that the post-1976 gifts to charity are not included in the tentative tax base. I'm pretty confident that "Continual improvement" is the way to go here. ITIL is all about constantly evolving and refining the processes, so that seems like the best approach for adapting it.
