I don't think FDISK belongs on a boot disk. It seems like a tool for partitioning rather than booting.

I feel like CONFIG.SYS might be important for some configurations, but I can't recall if it's necessary for a basic boot disk.

I think the minimum files are just IO.SYS, MSDOS.SYS, and COMMAND.COM. I practiced a similar question last week.

I remember that for a boot disk, we definitely need IO.SYS and MSDOS.SYS, but I'm not sure if AUTOEXEC.BAT is essential.
