I'm pretty sure the answer is the Local IP address. That's the one that the IPCS instances would need to communicate with each other, right?

I'm not sure, but I think it could also be C) Primary Call Manager. That's where the central management of calls usually happens.

I agree with Cheryll. The Media Gateway IP address makes sense for multiple instances of IPCS to properly register their resources.
