Hmm, this is a tricky one. But I think Needs Assessment is more about understanding the problem, not the actual value of the solution. Gotta go with D on this one.
Benefit cost analysis, net present value, and value analysis all seem to be about evaluating the value a project brings. I'm going to go with D, Needs Assessment, as the odd one out here.
I'm pretty sure Needs Assessment doesn't evaluate the value a project brings to the organization. That's more about identifying the needs, not the actual value.
