I think option A is the way to go here. Those with high power/influence but no interest in the project are exactly the kind of stakeholders you'd want to "keep satisfied" so they don't cause any issues.

I'm torn between B and C, but I think B is the best answer. You don't want to neglect the high-powered stakeholders, even if they're not super interested.
