I don't think the default route is related to the interface status. It seems more about VLAN assignments or trunking.

Okay, let's see here. The question is asking about what TOGAF recommends for the Architecture Vision phase. I'm pretty sure business scenarios (B) and capability-based planning (D) are also important TOGAF concepts, but I'm not certain which one is specifically recommended for the Vision. I'll have to review my notes.
