The UCS archive not containing the full config? That's just silly. Of course the Master Key is the problem here. Renewing the license won't help if you can't decrypt the backup.

The issue is definitely the Master Key not being restored. Without the correct Master Key, the BIG-IP device won't be able to decrypt the configuration data in the UCS archive. Obvious choice here.
