Hmm, I'm not sure about this one. The graph doesn't look like any of the standard distribution types I'm familiar with. I'll have to think it through carefully and review my notes before deciding.
This looks like a pretty straightforward requirement to prevent Opportunity deletion if there are related open or closed Requests. I think an Apex trigger on the Opportunity object would be the optimal way to enforce this.
