I'm going with D, just to be 'that guy' who always picks the 'it depends' option. Hey, at least I'm keeping my options open, right? Who knows, maybe the project velocity is so high that the new teams will actually boost productivity. Or maybe it'll be a total train wreck. Either way, I'm covered!
