Okay, I think I've got this. The priority list UpgrdList specifies the order of the upgrades, so the command will upgrade PDB2, PDB1, and PDB3 in that order. The CDB$ROOT and PDB$SEED will also be upgraded, but they aren't listed in the priority list.
