I think the key here is being able to retrieve data from both Salesforce and the on-premises database. The DataRaptor Extract Action and the HTTP Action seem like the best options to handle those two different data sources.

The Archive tier seems like the obvious choice here. The data needs to be stored long-term, and the retrieval time is unimportant, so this tier should provide the lowest storage costs.
