Okay, I think I've got this. The question is saying that if we only flip the coin twice and get heads both times, it would be rash to conclude the true probability of heads is 1.0. Laplace smoothing provides a way to smooth the estimate and avoid such extreme conclusions when the sample size is small. I'll make sure to explain that in my answer.

I'm pretty confident the correct answer here is "File Explorer". That's the built-in tool on Windows Phone that allows you to access and manage files, including moving them to the SD card. "Action Center" doesn't sound like the right place to do that.
