I bet the people who wrote this question were trying to 'sarbanes' us with those other options. But I'm not 'oxley' about it - C is the clear winner here!
D) to ensure that products that reach the market are fit for purpose? Uh, no, that's not it. Sarbanes-Oxley is all about financial reporting, not product quality.
B) to ensure high levels of ethical practice with regards to working conditions? Haha, nice try, but that's not even remotely related to this regulation.
C) to encourage transparency in financial reporting - This is clearly the purpose of the Sarbanes-Oxley Regulation, which was enacted in response to major accounting scandals like Enron.
