Actual exam question for CIPS's L4M6 exam
Question #: 50
Topic #: 4
[All L4M6 Questions]

A company is about to invite tenders for a contract to clean external windows at several premises, all at least three storeys high. It is going to do this in two stages. For the first stage, it will issue a pre-qualification questionnaire (PQQ) and, from the replies, select at least five potential suppliers to invite to tender. Which of the following is a selection criterion rather than an award criterion?

Show Suggested Answer Hide Answer
Suggested Answer: B

The correct answer is 'run a restricted competition -- send out a PQQ'. This Question: tests both

your understanding of when to run open and restricted competitions (which is explained on p.75) and your understanding of tender documents. Mandy should run a restricted competition- there are a lot of options in the marketplace and this will allow her to pre-qualify those who best suit her requirements. Running an open competition when there are lots of suppliers would be too time-consuming- you need a way of making a short-list. When you run a restricted competition, the first stage is sending out a PQQ- pre-qualification questionnaire; this document is sent to suppliers asking for necessary information to support their qualification as an approved supplier.

Price should never be a selection criterion, just an award one!

Environmental impact assessments should be a priority, right?

Wait, are we sure about that? Seems like method statements could fit too.

Environmental impact assessments seem like they could be part of the selection process, but I’m not completely confident about that.

I practiced a similar question where we had to differentiate between selection and award criteria, and I think risk assessments might be more about safety than selection.

I'm a bit unsure, but I remember that method statements are usually part of the tender evaluation, not the pre-qualification stage.

I think the selection criteria are more about the qualifications and capabilities of the suppliers, so maybe it's not about the price.

I'm pretty confident on this one. The question is asking for a selection criterion, not an award criterion. Based on the information provided, I believe the correct answer is B, "Method statements for previous contracts." That seems like a logical criterion the company would use to pre-qualify potential suppliers.

Hmm, I'm a bit unsure about this one. I know the difference between selection and award criteria, but I'm not sure which of these options would be considered a selection criterion. I'll need to think it through carefully.

This question seems straightforward. I think the key is to distinguish between selection criteria and award criteria. The question is asking which of the options is a selection criterion rather than an award criterion.

Okay, let me see if I can figure this out. The company is using a two-stage process, with a pre-qualification questionnaire (PQQ) to select at least five potential suppliers to invite to tender. So the selection criteria would be used in that first stage, before the actual award of the contract. I think I've got it now.

Did you hear about the window cleaner who got stuck on the 3rd floor? He had a hard time getting down, but at least he had a pane-ful experience.

I'm going with B - method statements for previous contracts. That's a great way to see if the contractors have the experience to handle this kind of work.

D: It makes sense to focus on their past work to ensure they can handle the job.

You know, if they don't do a proper environmental impact assessment, the company might end up with more dirt on their windows than before! That's not the kind of clean they're looking for.

A risk assessment is definitely a selection criterion, not an award criterion. It's all about whether the contractor can safely do the job, not about the price.

I believe D) Environmental impact assessment is also a selection criterion, as it focuses on the supplier's environmental practices.
