Actual exam question for CIPS's L4M4 exam
Question #: 10
Topic #: 2
[All L4M4 Questions]

Which of the following can be interpreted as a normal business practice by some cultures but a form of bribery by others?

Show Suggested Answer Hide Answer
Suggested Answer: D

This is a facilitation payment. It's when a sum of money is given for 'helping to facilitate' a contract. E.g. a procurement manager may accept a facilitation payment from a supplier for selecting him to be a new supplier for a big contract.

In the UK this is definitely considered a bribe. It's also against the CIPS Code of Conflict

I feel like verbal contracts could also fit this question, but they usually depend on the context and culture, right?

I'm not entirely sure, but I think golden handshakes might be more about severance than bribery? It feels like a gray area.

I remember discussing facilitation payments in class; they can be seen as normal in some cultures but definitely viewed as bribery in others.

Okay, I've got a strategy for this. I'll think through each option and consider how different cultures might interpret them, then choose the one that best fits the description.

I'm feeling pretty confident about this one. The key is to focus on the specific problem of the unexpected network traffic, and I think option A is the best choice to address that.

I remember we discussed something similar in class about warranty costs and their estimates. It seems like this is a change in accounting estimate, but I'm not entirely sure.
