C is the way to go. The project manager and team are the ones in the trenches, so they should be the ones calling the shots. Unless the sponsor or functional manager is a micromanager, of course.
Hmm, I was leaning towards B, but now I'm not so sure. The project sponsor and functional manager don't seem to have the right level of involvement in the day-to-day processes.
I agree, C is the correct answer. The project manager and project team are the ones who know the ins and outs of the project and can make the best decisions on how to execute it.
The project manager and project team are responsible for determining the processes and who will perform them. It's their job to manage the project, so this makes the most sense.
