Pretty sure you can disable RAS in Administrative Tools > Remote Access Connection Manager.

I'm pretty confident I know the answer to this. Based on my understanding of the personal data laws in Hong Kong, I believe the correct option is B. Financial institutions are exempt from these requests until the project is completed.
