This seems straightforward to me. The Identity Management Service is responsible for managing user identities, so that's the service I would check first when troubleshooting LDAP authentication issues.

This looks like a pretty straightforward integration problem. I'd probably go with option A and create an Apex trigger to make the callout to the OMS. That seems like the most direct approach.
