I'm leaning towards Option B as the best description. Line Managers are the ones who really get their hands dirty and make sure the change actually happens on the ground.

Option A is interesting, but I think that's more of a Communication Manager's role, not a Line Manager's. They're the ones who need to keep everyone informed, not necessarily build the networks themselves.
