I'm a little confused by this question. There are a few different options, and I'm not sure which one is the best approach. I might start by looking at the Cloud SQL recommenders to see if there are any overprovisioned instances, but I'm also wondering if I should be focusing more on the application-level instrumentation like Sqlcommenter and Cloud Trace. I'll need to do some more research to figure out the best way to tackle this.
