I feel like removing themes from stages/global/SCD_MATRIX could help, but I don’t recall if that’s a common practice for speeding up deployments.

I think setting stage/global/SKIP_SCD to true could really speed things up since it skips the whole static content process, but I'm not entirely sure if that's the best option for this scenario.
