Updating the project role to administrator might work, but that seems like overkill for just submitting a support request. I'd go with the simpler option A.
Changing the environment access role to contributor doesn't sound like the right solution here. The user needs access to submit support tickets, not just contribute to the project.
Option B seems like a reasonable approach, but I'm not sure if the launch manager has the authority to create a support account. Shouldn't that be handled by the account owner or a higher-level administrator?

I disagree, I believe the correct answer is C) Change the environment access role to contributor for this user. It makes more sense for enabling support ticket access.
