I'm pretty confident that option D is the best answer here. Enabling dead-lettering on the Pub/Sub topic will capture any messages that aren't successfully acknowledged, and then we can re-deliver those messages from the dead-letter queue. That seems like the most robust solution to ensure we don't lose any messages.
