I think the first thing to check would be the dispatcher cache refresh. If the cache isn't cleared, the customer might still see the old version.

Option D looks interesting - storing the images in S3 Standard-IA and using that to deliver them. I'm not super familiar with S3 Standard-IA, but if the cost savings are significant compared to regular S3, that could be a good way to go.
