Based on my understanding of JIT, I think the most likely answer is that it's preceded by ship-to-stock procurement. The key with JIT is reducing inventory, so it makes sense that it would follow a more traditional inventory-based approach. I'll go with that unless I can think of a really compelling reason why one of the other options might be correct.
I'm not sure, but I think the correct answer is D) PDO does not emulate missing database features because PDO does indeed emulate missing database features.
