Okay, I've got a plan. The Protocol Bridging pattern is definitely the way to go to bridge the SOAP version gap. Then I'd use the Service Statelessness principle and the State Repository pattern to avoid keeping the code values in memory while waiting for Service B. And the Intermediate Routing pattern sounds perfect for determining whether to invoke Service C or not.
