This is easy, everyone knows the answer is C. Unless, of course, your organization's vision is to become a circular firing squad. In that case, Option D is the way to go.
Option D sounds like a job description, not a vision. I'll go with C - it's the only one that really captures the aspirational and values-driven nature of a true organizational vision.
Option C seems the most comprehensive and accurate to me. It captures the essence of an organizational vision - the desired future state and guiding principles.
