Which of the following factors has the greatest impact on how aggressive a stance (high vs. low) an organization will take in terms of where it positions itself against the market with its compensation strategy?

I recall a practice question where we debated the impact of organizational headcount on compensation strategies. It seems like a smaller company might have different pressures than a larger one.
I’m a bit confused about the risk tolerance of compensation leaders. I think it could influence decisions, but I’m not sure how it compares to the other options.
I feel like the bottom line could also play a big role. If a company is struggling financially, they might not be able to be aggressive with compensation.
I think the industry it operates in might be the most important factor, but I'm not entirely sure. I remember discussing how tech companies often pay more to attract talent.
