This seems like a straightforward question. ICMP is the protocol used for things like ping and traceroute, which are all about network notifications and diagnostics, so the answer has to be true.
Okay, I think I remember learning about ICMP in class. If I recall correctly, it's used for a variety of network control and diagnostic messages, not just errors and alerts.
