I think the answer is A. Enabling the "Block access to all unapproved USB devices within the policies" option sounds like the right way to prevent unauthorized USB storage devices from being used.
I'm not sure, but I think option D) Elect to approve only allowed USB devices from the USB Devices page could also work. It's important to have control over which devices are allowed.
