I'm pretty sure it's because powering on the computer could overwrite or modify the data, making it unusable as evidence. I'll need to be careful not to do anything that could compromise the integrity of the evidence.

Hmm, I'm not totally sure about this one. I know FIPS 199 has something to do with security guidelines, but I can't recall the specific impact levels off the top of my head. I'll have to think this through carefully.
