I feel like the HA peer link is important, but I also recall that BGP peering issues can cause activation problems. It's tough to decide which to prioritize.

I'm pretty sure the answer is not A. ECMP and multipath don't need to be configured in the VPRN instance for eiBGP load balancing. I think I've got a good handle on this, but I'll double-check my notes just to be sure.
