D has to be the right answer. The administrator needs to review activity for each case, and they need to create a report for each case and each tag event. That's 3 cases x 3 tag events = 9 reports.

I'm going with C. We need a report for each case, and since there are three cases, that makes 6 reports. Seems straightforward to me.
