Option A is a non-starter, denying access to restore VMs is not going to help the DBAs do their job. We need to find a way to grant them the necessary access, not take it away.

I agree, we want to follow the principle of least privilege. Option B seems like the best choice to me - giving the DBA group Restore Operator access to the backup server, rather than granting them full access to the databases in the Enterprise Manager.
