If I had to choose, I'd go with the owners of the process. They're the ones who have to live with the consequences of the improvements, so they'll have a vested interest in getting it right.
This is a tough one. I'm leaning towards the owners of the process, but I can't help but wonder if they might be a bit too close to the problem to see the bigger picture.
I'm not sure about that. Quality assurance personnel might have a more objective perspective and be able to identify areas for improvement that the process owners might miss.
I think the owners of the process would be the most effective at process improvement. They have the most intimate knowledge of the process and can identify the pain points.
