I agree with Belen, I think a resource event is more along the lines of an external event that affects a resource. Like if a team member has a family emergency or a piece of equipment breaks down unexpectedly.

Hmm, I'm not so sure. I was thinking it might be option D, an event scheduled by a project manager. That would make sense as a resource event, since the project manager is the one who's responsible for scheduling and managing resources.
