Because if an Application CI is discovered by ServiceNow first, then an update will be allowed if discovered by ServiceWatch.

I think option B is the correct answer. The Data Source Precedence Rules show that ServiceWatch has a higher precedence than ServiceNow, so if an Application CI is discovered by ServiceWatch, an update from ServiceNow would be allowed.
