I vaguely remember that if ServiceWatch discovers something first, it might prevent updates from other sources. But I'm not entirely confident about that.

Because if an Application CI is discovered by ServiceNow first, then an update will be allowed if discovered by ServiceWatch.

I think option B is the correct answer. The Data Source Precedence Rules show that ServiceWatch has a higher precedence than ServiceNow, so if an Application CI is discovered by ServiceWatch, an update from ServiceNow would be allowed.
