Okay, this is a classic project management challenge. I'd go with option C - having a direct conversation to understand the reasons behind the functional manager's behavior. That's usually the best way to get to the root of the issue.
I'm a bit confused by the wording of these options. I know ERISA is related to employee compensation, but I'm not sure if it's about protecting workers or allowing organizations to create plans. I'll have to read through the options again and see if I can eliminate any of the wrong answers.
D) Workflow? Really? I mean, I get that there's a process involved, but that doesn't seem like the right answer here. Gotta be one of the other choices.
