I personally prefer to query the scheduled job reports to see if the 'Software Content Library Download' job has completed. It gives a more direct confirmation.

I agree with Ligia. Checking the Last updated date is a clear indicator of whether the content has been downloaded or not.

I think the best way to determine if the content has been downloaded is by reviewing the Last updated date of the Central Data Service Download Status jobs.
