I remember a practice question where the Compliance User was mentioned as having the ability to create policies. Maybe that's the answer?

I'm a bit confused by the differences between the options. It's not clear to me how the "shared nodes" in option B would work, and I'm not sure what the "Blend feature" in option E refers to. I'll need to review the DRM concepts more carefully.
