IPSec is a good choice too, it provides secure communication by encrypting data traffic. But TCP/IP Filtering specifically filters incoming traffic based on predefined rules.

I'm not sure about that. I think IPSec might also be a good option for controlling inbound access to ports on Windows 2000.
