I remember something about tables only showing up if they're related to the ones you’ve already added, so maybe it’s A?

Okay, I think I've got it. The key is that only related or joined tables appear as available. So if the 2019 Performance Review table isn't directly connected to the Basic User Information table, it won't show up. Probably need to look at the schema more closely to see how these tables are linked.
