Option E is a bit of a wild card, but I can see the logic behind managers assigning core competencies to their direct reports. Definitely going with B, C, and E.

I think E could be a good option too, managers assigning core competencies to their direct reports.

I believe users can also add competencies manually in the form when the section is configurable.

I'm going with A, B, and C. Administrators should have the power to assign competencies, and the job-specific and user-editable sections make sense too.

I'm not sure about C. Users adding competencies manually in the form seems like it could be a possibility.

Haha, hard-coding competencies in the XML? That's like trying to change the oil in a car with a pair of chopsticks. Option D is definitely not the way to go.

I think options B, C, and E are the correct answers. The competencies mapped to the user's job roles, the ability to add them manually, and the manager's ability to assign core competencies all make sense.
