Haha, I bet the answer is B) Update contacts. That's the only way the app can keep track of who's available for the jobs. And don't forget to update their contact info, otherwise you'll never be able to reach them!
I think A) Create Equipment and C) Assign Technicians are the two correct answers. You need to set up the equipment in the app before you can assign technicians to work on it.
Definitely C) Assign Technicians and D) Approve Efforts. The planning and dispatching app is all about getting the right technicians to the right job and making sure their work is approved.
