I believe the correct answers are B) and C). Both the Message Body tab and Message Header tab in the Content Modifier component allow you to configure a static payload.

I'm pretty sure you can configure a static payload in a Data Store Operation component and a Groovy script. Those seem like the obvious choices to me.
